The story in brief
- 1From 1 October 2026, Meta charges for service messages, the normal replies businesses send inside the 24-hour customer service window. They had been free since November 2024.
- 2Each business phone number gets 1,000 free service messages a month; charging starts at the 1,001st and the count resets monthly.
- 3Utility templates sent inside an open customer service window are now charged too.
- 4Reports of the October rate card put the Pakistan service and utility rate at about US$0.015 per message; marketing messages to Pakistani numbers stay around US$0.047.
- 5Chats started from Click to WhatsApp ads keep a free window that Meta says can stay open for up to 7 days.
Since 1 October 2026, Meta charges businesses for replies sent through the WhatsApp Business API. Service messages, the normal replies a business sends inside the 24-hour customer service window, had been free since November 2024. Now each business number gets 1,000 free service messages a month, and every reply after that is billed per delivered message. For a busy WhatsApp chatbot, the number of replies it sends has become a real line on the monthly bill.
What changed on 1 October
According to Meta's pricing documentation for the WhatsApp Business Platform:
- Service messages are charged again. These are the free-form replies a business sends while the customer service window is open.
- 1,000 free service messages per number each month. Charging starts with the 1,001st message. Unused free messages do not roll over, and the count resets each month.
- Utility templates inside the window are charged too. Order updates and reminders sent while a chat is open used to be free; they are now billed like other utility messages.
- Messages customers send you stay free, and businesses are only charged for messages that are delivered.
Eligible government and non-profit organisations are exempt from service message charges until the end of 2027.
What it costs in Pakistan
Meta's October rate card added a service rate for every country, set equal to that country's utility rate. Reports of the new card put Pakistan's service and utility rate at about US$0.015 per message, with marketing messages to Pakistani numbers around US$0.047. Some providers publish slightly different figures, and resellers can add their own markup, so check Meta's rate card or your provider's invoice before you budget.
A quick example: a restaurant bot that handles 3,000 chats a month and sends about 3 replies per chat sends 9,000 service messages. The first 1,000 are free, and the other 8,000 at about US$0.015 come to roughly US$120 a month in Meta fees.
What did not change
- The 24-hour customer service window still opens when a customer messages you and resets each time they message or call again.
- Click to WhatsApp ads still open a free entry window. Meta's documentation says it can stay open for up to 7 days, and messages inside it, including service replies, are free.
- Volume tiers for utility and authentication messages still apply, and Meta still changes rates only on the first day of a quarter.
What it means for businesses
The change rewards bots that are useful in fewer messages and penalises chatty ones:
- Reply in one complete message instead of three short ones. Every reply after the first 1,000 a month is billed, so a well-designed bot costs less.
- Count your monthly replies. If you send fewer than 1,000 service messages per number, nothing changes for you.
- Use Click to WhatsApp ads when you advertise, so new chats start inside a free window.
- Keep marketing broadcasts to opted-in customers, since marketing messages remain the most expensive type.
- Use the official API, not unofficial tools. Bots that drive the normal app or WhatsApp Web to dodge fees risk a banned number.

No. The change is to the WhatsApp Business Platform (the API) that chatbots and business inboxes use. The free WhatsApp Business app on your phone is not part of this pricing.
Answer in fewer, more complete messages, stay within the 1,000 free service messages where possible, use Click to WhatsApp ads so chats start in a free window, and send marketing broadcasts only to customers who opted in.
